Executive Summary Q3 2026 is the quarter commercial fusion's capital structure changed shape. Industry lifetime private funding reached $11.52B as of 30 June 2026, up roughly $2.4B year-over-year, but the distribution matters more than the total: Commonwealth Fusion Systems, Helion and TAE together hold roughly half of all lifetime commercial private funding in the sector. Commonwealth closed a $1B round from pension funds in late July 2026 — an industry first — bringing its total to roughly $4B against a SPARC first-plasma target of late 2027 and a commercial ARC plant planned for Virginia. TAE moved toward becoming the first publicly traded pure-play fusion company through a merger valued above $6B — an event that will, for the first time, expose fusion timelines to quarterly public-market scrutiny. Helion continues to carry the sector's most falsifiable commitment: electricity delivered to Microsoft by 2028. On the technical side, AI-based plasma control consolidated from demonstration to expected practice, with deep reinforcement learning established for both magnetic confinement control and tearing-instability avoidance on DIII-D. ITER remains the long-horizon anchor at roughly $25B, with first plasma on a Q3 2027 schedule since the January 2026 revision and no further change recorded this quarter. The watchpoints for the remainder of Q3 are the TAE listing mechanics, whether any Q3 round disturbs the top-three concentration, and Q4 conference season [TBC Sep] . --- 2. Technical & Scientific Updates — Q3 2026 to date 2.1 Plasma & Confinement Performance The device-level picture entering Q3 is one of construction and commissioning rather than record-setting shots. CEO Bob Mumgaard put SPARC at "about 80% complete" in July, nearly finished by the end of 2026, with first plasma in 2027 (entity: Commonwealth Fusion Systems; evidence: Utility Dive). That is consistent with our own record of 40% construction in Q1 and final assembly in Q2. Commonwealth's SPARC has the commercial ARC plant planned for Virginia (entity: Commonwealth Fusion Systems; evidence: Fusion Energy in 2026: SPARC, Helion, TAE and NIF milestones). Helion pursues a field-reversed configuration rather than a tokamak, on a schedule that commits to delivering electricity to Microsoft by 2028 . Two SPARC dates are in circulation and they do not sit comfortably together. Press coverage this year describes SPARC as "expected to reach scientific breakeven in 2027". Our own record is more specific and more conservative: the Q1 2026 report recorded SPARC at 40% construction with first plasma targeted for late 2027 and a design configured to achieve Q 2 in its first operational campaign ; the Q2 2026 report recorded SPARC entering final assembly. First plasma in late 2027 and scientific
